Sujet:
The proposed CSA establishes a framework, strategy, methodology, and ICT
learning tools, needed to form a sustainable series of pan-European training
and continuous education in order to enhance the skills of professionals in
the
photonics community. It brings together international and state level
professional organizations, lifelong learning and continuous learning
associations, academia and industry. Five pilot programs will be conducted
simultaneously in multiple sites across Europe, demonstrating state-of-the-art
knowledge transfer resulting in increased competence of European companies,
and
demonstrate a social dimension by enabling individuals to retain professional
relevance. 
International level professional photonics organizations deal with education
and training and numerous FP6 and FP7 projects address second and third cycle
education. However, continuous education, in photonics, is limited. The
proposed CSA provides this missing training program in pan-European coverage.
The CSA complies with Objective ICT-2011.3.5, outcome 5 (e) "Training actions
for industry (in particular SMEs) that provide state-of-the-art skills and
hands-on experience in addressing industrial R&D challenges". It ensures the
outcome of "education and training actions should foster stronger and more
durable collaboration between industry and academia leading to a competitive
advantage of European photonics industry at large". It also addresses
SSH.2011.1.1-1 "Lifelong learning in Europe: appropriate skills for sustaining
better jobs".

Présentation de la proposition:
The CSA will form a steering panel consisting of representatives from European
and state level photonics stakeholders. It will operate through 4
sub-committees: 
• Program committee – responsible for the strategy and policy that will
promote
the training program, identify partners in all European territories, and
introduce the activity to local governmental department. 
• Incentive policy committee –to advocate incentive measures by state
governmental policy departments in order to assist individuals and
employers in
registration to the training. 
• Pedagogical content committee – to decide upon the methodology and
individual
training program. It will communicate with academia and technology
providers to
ensure top tier and state-of-the-art continuous education. 
• Quality assurance committee – to monitor and assess training programs by
active inspection, trainees' surveys, and analyzing the teaching team
reports. 
The CSA identifies the training topics, approves the individual training
workshops, and participates in local and international forums in order to
disseminate the training network in order to increase its exposure and
impact. 
The local state level organizations provide the daily interface with the
industries, academic institutes, and potential trainees. They initiate a
training program by conducting surveys, and executing the local workshops.
Each
organization will promote the program in its territory, and will ensure that
the training program complies with the local incentive policies. 
The CSA will conduct 5 pilot training activities to run-in the large
network of
collaborators, and to optimize the conduction of pan-European training with
the
latest ICT infrastructure.

emphasis on
the European dimension. These organizations should be active in identifying
the
needs of professionals to acquire and update technological skills and
know-how.

• Organizations that address training and education of practicing
professionals
and the public, by means of Lifelong Learning, by continuous education
programs
provided by the academia and other institutes, eLearning, and social
aspects of
the labor market. 
• Organizations that develop policies for incentives to employers and
individuals in order to undergo training and acquire professional skills. 
• Large industries that operate in more that a single site and are interested
in multi site training. 
• Academic institutes and departments that support joint programs in
photonics.

Local State Level Organizations: 
• Professional organizations that represent professionals in photonics,
electro-optics and optics, and address education and training to its
members or
to the public. 
• Industries that have photonics professional employers and are interested in
retaining the relevance of its workforce through education and training. 
• Governmental departments that deal with professional education and training
and with increasing the skills of the state workforce. 
• Academic institutes that have teaching programs in photonics and related
topics and are interested in contributing to continuous education.

Sujet:
The project aims at enhancing e-participation with advanced technologies such
as Web 2.0 and policy modelling tools.
Présentation de la proposition:
1. Introduction
The focus of the intended project is to enhance the current state-of-the-art
approach and eliminate the obvious deficits.
It will deliver
a) a predictive model to simulate scenarios in policy area, selected according
to current priorities of European integration. 
b) an integrated IT solution consisting of - a predictive modelling software
linked to - an e-participation solution with advanced features of Web 2.0 to
communicate with major stakeholders
c) a proof of concept pilot with 3-4 countries 
Modern service-centric e-Government solutions enable effective cooperation and
information exchange between governments, businesses, citizens and other major
stakeholders. For the participating stakeholders it is however, often quite
difficult to understand the policy and its implications and to participate in
the development of policies. 
>From a technical point of view current solutions do not take into account the
advanced features of Web 2.0, they are not linked to a computerized model,
capable of simulating the consequences of intended economic and political
strategies. Moreover they do not provide a feedback loop to stakeholders with
the results of simulations. Overall the potential of IT to support the process
of policy and strategy development has not been exploited to a large extent.
2. Approach
The approach is agent based and bottom-up. It is the intention to integrate
many stakeholders in the decision making process. This group should not only
consist of interest groups and political and economic experts, but it must
also
comprise the citizens. By using a platform the public will be involved in the
generation of future scenarios. The corresponding strategies can be simulated
and the consequences of the political and economic decisions are demonstrated
on the platform fur further discussions, evaluations and amendments of the
strategies. The pilots should be located in three member states of the EU. 
3. Policy topics
Policy topics depend on the countries participating in the proof of concept
pilot and will be selected out of major European issues such as immigration,
taxation, labour market policies, social security system or environmental
issues.

Project aim is to provide an IT working environment for energy managers of
buildings: using integrated ICT-based management and intelligent control
systems to optimise operational performance, energy management and planning
support resulting in increased energy efficiency and user comfort. Data
management shall be based on a common energy ontology, based on open
standards,
enabling fluent data exchange between the integrated tools, application views
and levels of detail. Special focus is on optimised subsystem coordination and
innovative 3D based information visualisation.

SCOPE:
