From: Patrick SCHOULLERSubject: Programme CIP TIC PSP Appel 2009 Deux offres de partenaires Madame, monsieur dans le cadre de l'appel en cours du programme CIP dans sa thématique TIC, nous avons reçu plusieures propositions de partenairaits. dans la première, le opuvernement de Lituanie se propose comme partenairens l'information du secetur publique, et la deuxième concren un projet avec un consultant britannique dans les Livings Labs objective: 6.1: Legal aspects of Public Sector Information The Information society development committee under the Government of Lithuania (ISDC) would like to participate in the Thematic Network for Public Sector Information theme relating to Objective 6.1 Legal aspects of Public Sector Information (of ICT PSP 2009). ISDC’s functions ISDC’s primary responsibility is to coordinate the information society development processes in the Republic of Lithuania. The main functions of ISDC: § to participate in the process of shaping state information society development policy of the Republic of Lithuania and coordinate the implementation thereof; § coordinates the development of information society ensures equal access to information and communication technologies (ICT) and electronic contents, promotes communication of natural and legal persons with state and municipal institutions and establishments by electronic means, expands the access to public services through electronic means and the competence of Lithuanian residents in the field of using ICT; § coordinates the development and introduction of electronic contents, ICT infrastructure and ICT innovations. ISDC’s activity regarding the PSI re-use ISDC is responsible for PSI re-use regulation in Lithuania. Transposition of EC Directive 2003/98/EC on PSI re-use based on several local acts: The Law on the Right to Obtain Information from State and Local Government Institutions, The Law on State Registers, The Resolution of the Government of the Republic of Lithuania on Regulation of payment amount calculation of data delivery from State Registers and Cadastres. The legal acts mentioned above were prepared with the co-operation of ISDC. ISDC is active for organizing national thematic meetings and collaboration with PSI stakeholders. ISDC organized two highly successful meetings on the PSI re-use in Lithuania, the first in 2005, the other in February 2008. Participants from a wide range of regulatory institutions, PSI holders, private institutions and academic circles positively assessed legal acts, however, identified practical obstacles to re-use the PSI. Moreover, ISDC actively participated in the ePSIplus project, funded under the European Commission's eContent programme. The Project partners significantly benefited from the project results and partnership itself. It was good opportunity to learn from each others’ experience, to raise awareness on PSI re-use and to achieve a better understanding on how to stimulate PSI re-use. In 2007 ISDC carried out a survey to assess the demand for the PSI in the market and the condition for the re-use of PSI. Respondents as the state institutions, citizens and business were involved in the survey. Citizens and businesses were asked about their needs and existing obstacles to re-use PSI. The majority of businesses told that not all public institutions deliver information on the basis of the same conditions. Better understanding of the needs of re-users could help to make more available useful information and facilitate the re-use of PSI. Looking ahead ISDC will contribute to further actions towards overcome barriers that limit the re-use of PSI: § The Directive should be amended by minimal regulations of requirements of redress; § it is necessary to define organizational structure responsible for dispute procedure of public sector information re-use; § technical measures should be effective and user friendly; § to harmonize charging for the re-use of PSI; § to regulate personal data protection rules and intellectual property rights in relation with the PSI re-use; § to increase co-operation with private sector; § to ensure that supply meets demand and etc. Thus, the Thematic Network for PSI is an excellent opportunity to work together to identify and discuss legal barriers to access to and reuse of PSI in the Digital environment and suggest ways to overcome them. The PSI Directive does not eliminate all obstacles concerning the re-use possibilities of PSI and the establishment of a pan-European public information market. There are different rules and practices in EU Member States concerning charges, conditions ant etc. It may be possible by collaborating together to achieve harmonisation across the European Union of the rules and administration on the re-use of PSI. It gives fantastic flexibility for target markets, ad policies, marketing and development. The purpose of this project is to work with SMEs, Chambers of Commerce, Living Labs and Universities in order to promote business and productivity through the creation of a virtual community. The project is targeting professionals of all industries in Europe and the Emerging Markets, taking advantage of New Technologies, mobile telephony and current social trends. The concept is largely based on interactivity and the exploitation of wireless technologies for the sharing of content, information and experiences among the community members. Présentation de la proposition: Currently there is a robust tide of SMEs and potential producers, consumers, sellers and buyers who represent an invisible, virtual (albeit extremely powerful) pool of target groups, who in fact set new trends into the way consumerism is being applied and the markets shape. This project has been created as an important vehicle for SMEs that will take advantage of New and Mobile Technologies and social trends in order to promote SMEs, address the crying need for virtual and physical fora to fill the gap between governments, corporations, universities, civil and social organizations and individuals. The project's objectives is to become a one-stop-shop for new opportunities, information, contacts, business, live discussion forums, platforms for business/education promotion and information gathering for SMEs, entrepreneurs, investors, executives, business people, manufacturers, University graduates etc. With the use of Web 2.0 and mobile technology the project aims to address the following challenges: • Productivity gap • Relocation of low quality standardized jobs and high skilled work to countries outside the EU • Job losses • Inclusion (regional, rural, skills) • SMEs encouragement, support and worldwide promotion • Knowledge-based Economy and to strengthen the European Research and Innovation Area (ERA) by investing in human capital, emerging technologies, innovative systems and promoting group work and collaborative networking. By creating a strong network of complementary providers with similar philosophies and business practices, a single service provider such as SMEs can provide much greater value proposition to a prospective customer than an individual working without the benefit of the network. With the use of Web 2.0 and mobile technology the project aims to address the following challenges: · Productivity gap · Relocation of low quality standardized jobs and high skilled work to countries outside the EU · Job losses · Inclusion (regional, rural, skills) · SMEs encouragement, support and worldwide promotion · Knowledge-based Economy and to strengthen the European Research and Innovation Area (ERA) by investing in human capital, emerging technologies, innovative systems and promoting group work and collaborative networking.
