pour recueillir les avis et remarques des communautés qui participent ou
souhaitent participer à ces programmes.

Dear research stakeholder,
We all agree that researchers must be able to work and co-operate across
the EU
as easily as within national borders. Indeed, at the 2011 Spring European
Council, European Union leaders gave us a clear mandate for achieving this
important part of the Innovation Union flagship initiative.
In line with that mandate, we are committed to putting in place, by 2014, the
measures necessary to achieve a unified, European Research Area, in which all
actors, both public and private, can operate freely, forge alliances and
critical mass in order to compete and cooperate on a global scale.
But we cannot do this without you. We need you to identify the bottlenecks in
creating a genuine single market for research and innovation which measures up
to the major economic and societal challenges of our times.
That is why it is so important that as many of you as possible take part in
this consultation exercise which is open until 30 November 2011.
We need input from a wide range of sources so that we can build up an accurate
picture of what is happening on the ground and what we need to do to
Europe’s research system.
